(1) The Romanian authorities that have the competence to issue a decision are the law courts.
(2) The Romanian authorities that have the competence to execute a decision are the law
courts.
(3) The Romanian central authority for the purposes of Art. 2 para. (2) of the Framework De-
cision is the Ministry of Justice, which provides assistance to the law courts and transmits and
receives decisions whenever direct contact is not possible.

Procedure for transmitting the decision
ARTICLE 18736
Transmission of the decision
(1) A decision, together with a certificate as provided for in para. (2), may be transmitted by
the issuing Romanian judicial authorities directly to the competent executing authorities of a
Member State in which the natural or legal person against whom the decision has been passed
has property or income, is normally resident or, in the case of a legal person, has its registered
seat.
(2) The certificate, the standard form for which is given in Annex No. 3, must be signed, and its
contents certified as accurate, by the issuing Romanian judicial authority.
(3) The decision or a certified copy of it, together with the certificate, shall be transmitted
directly to the competent authority in the executing State by any means which leaves a written
record under conditions allowing the executing State to establish its authenticity. The original of
the decision, or a certified copy of it, and the original of the certificate, shall be sent to the exe-
cuting State if it so requires. All official communications shall also be made directly between the
said competent authorities.
(4) A decision may not be transmitted to several executing States at a time.
(5) If the competent authority in the executing State is not known to the issuing Romanian
judicial authority, the latter shall make all necessary inquiries, including via the contact points of
the European Judicial Network in order to obtain the information from the executing State.

Termination of enforcement
The issuing Romanian judicial authority shall forthwith inform the competent authority of the
executing State of any decision or measure as a result of which the decision ceases to be enforce-
